| (더써드닥터즈의 우간다 파트너 Real Health Uganda 의 최근 현황입니다. 영문 편지 뒤에 한글 변역 첨부했으니 참고하시기 바랍니다. 번역은 엄태영군이 수고해주셨습니다) Greetings, Since October last year (2015) we have been consulting professional Medical Consultants and also carrying out research on the improvement of access to services visa v the current State Of Healthcare in Uganda faced with challenges by the state i.e. corruption among others. The consultants have examined our engagement with the Third Doctors and also other institutions that we have worked with since 2010, it has also assessed the level of input of volunteers, directors and communities across the region and provided reports in segments to the External support committee set up by the Executive Director. The result of all this was to issue a state of the Organisation Report that is reviewing the history of RHU, Launch a new Strategic Plan since the first plan ends 30th May 2016 and to introduce an amended constitution that encourages community participation and provides for Resource mobilization, Monitoring and dissemination through enacting and financing administrative roles. These consultations also encouraged the recognition of past participants who contributed to the previous activities voluntarily. In reaction to the reports, the State Of Organisation Report was developed and is in assessment process. It talks about where RHU started, how it moved forward, how the proceedings have been handled and who the stake holders have been throughout the implementation Journey, the report is a landmark of performance of RHU since foundation and it has demonstrated tremendous results considering the challenges to the extent of the National recognition by the interior Ministry of Health among other recognitions. The New Strategic program plan of intervention has been developed through community consultations done online and in person and a document is yet to be finished for the Community Network Conference to adopt and integrate it under the Community Access Action Plan. Amendments to the constitution were already being made and tabled but not yet passed by committee because majority of members on the committees have either been engaged or not yet replaced after dismissal by the board of Directors hence this procedure will be completed as soon as the external Support Committee has reserved the time to sit and review. It is these reports that have supported the development of the needs assessment process that came up with pledges and commitments from the External Support Committee Members and also forged the requests to the third Doctors and other technical and implementing partners. Although majority of these requests have gone out to the respective institutions, some are still pending due to administrative processes required to be able to handle them if accepted. The Requests that have gone out have been rotating around Mobile health services and the Uganda Korea medical Camp Activities and they aim at reducing costs. Institutions that received requests include, Ministry of Health, The Directorate of Health Services, the Interior affairs Ministry, partner hospitals and clinics among others. So far, we have received only positive response especially from the ministries but with some instructions on certain procedures. The network hospitals and clinics have agreed to the requests on reduction of some charges and also maintain the memos that could be signed. Our Biggest Challenge has remained with resource mobilization and a rhythmic systemization of the Uganda Korea Medical Camp. There has not been a stable budget for it because the partner institution (TTD) has not yet registered a stable donation system for the program even though the RHU Committed resources have constantly been available since the start of the program. The Challenges of UKMC last at least 6 months after the camp, government expectations of the program are another problem, the program standards are also attainable but require facilitation and this seems to be a concern to the committee as indeed should be. The Good News: As much as the above information has a lot of good news, the best news is that TTD (if not Dr. Noh as an individual) has decided to facilitate part of the transport segment, that even made some of the External Support committee members pull out of the committee meeting after the last two UKMCs were brutally unfacilitated by the organisation and is offering $10000.00 in April to supplement the required UGX 65,382,000 that is required to have the van on the road. Now although TTD is offering only $10000.00, the committee members have already organized to supplement the donation from TTD and as soon as the donation is sent to Uganda, Eng. Rehemah (External Support Committee Chairperson) will Supplement money to purchase a van and I will pay up insurance costs and tax to support the activities not only for UKMC but also for the Mobile Healthcare services. Expectations: It is expected that RHU will host the UKMC 2016 in Wakiso or Kalangala respectively, if not in June, In August of 2016 around the same annual time of the UKMC. It is also expected that it is at this time that the Organisation will launch the new strategic program plan of interventions, however we have not yet secured funding for it. The process of Launching is costed as $42109.00 to cover a Network’s conference and the OSPPI 2 Launch. Consultations for this fund has begun as of today. You can respond to this email and provide suggestions as per the attached budget and or the UKMC 2016 suggestions. Initially we think we should only handle dental this year for about only 900 patients and the whole process would cost the organisation UGX 34,785,000 (Budget still under discussion). The Administration has changed, so we expect to have some people elected and others appointed this year. We also expect to have new members providing free care and a new Volunteers policy has been introduced. Dr. Okello has been handling research on the issue of RHU’s registered Admins and is yet to give an update. The external Audit Team has advised RHU to have a $3400.00 budget each month if it’s to appropriately offer medical care to the poor. This is one of the biggest challenge we have right now. The organisation has re-branded however not all brands are yet confirmed. Please send in your views and let’s plan better. Thank you Busonga Eliezah Titus Executive Director 작년 2015년 8월부터 우린 의료 컨설턴트와 연락을 하고 여러 가지 문제로 둘러싸여있는 우간다의 의료 서비스 발전을 위해 연구해왔습니다. 의료 컨설턴트 쪽에선 우리가 2010년부터 함께 일 해온 “The Third Doctors” 와 다른 기관들과 얼마나 많은 자원 봉사자들, 책임자들, 그리고 공동체들이 투입되었는지를 검토하였고, 작성한 리포트의 부분들을 External Support 위원회에게 보냈습니다. 이 많은 일들은 Real Health Uganda가 지금까지 해온 일들을 검토하고 있는, State of Organization Report를 발행하기 위함이었고, 첫 번째 계획이 5월 30일, 2016에 끝나기 때문에 새로운 계획을 세우고, 더 많은 사람들이 참여하고, 더 활동할 수 있도록 할 수 있는 수정된 헌법/규칙을 발행하기 위해서였습니다. 또한 이 상담은 예전부터 많은 공헌을 해주신 분들이 더 큰 인정을 받도록 도와주었습니다. 그 일들 덕분에, State of Organization Report (SOR)이 개발되었고 현재 검토 중 입니다. SOR은 RHU가 어디서 시작됐고 어떻게 발전해 나갔는지, 어떻게 관리가 되었고, 주주(stake holders)가 누구였는지 그리고 RHU가 Interior Ministry of Health과 같은 조직들의 인정을 받았다는 것 등을 보여줄 수 있는 자료입니다. The New Strategic program plan of intervention 은 온라인/오프라인 상담으로 시작되었고 아직 문서 작업은 진행 중입니다. 헌법은 벌써 개정되어지고 있지만 위원회의 대부분의 사람들이 바빴거나 해고가 되는 바람에 아직 위원회에서 개정된 헌법이 통과되진 못 했습니다. External Support 위원회가 시간이 나면 바로 개정된 헌법이 통과될 것으로 보입니다. 이 SOR이 바로 External Support 위원회가 내세울 공약들을 서포트해주고, The Third Doctors와 다른 도움을 주시는 조직들에게 도움 요청을 할 수 있게 만들어준 자료들입니다. 대부분의 요청들이 각각의 기관들이나 조직들에 보내졌지만 몇몇 요청은 (우간다의) 관리상의 문제로 아직 보내지지 않았습니다. 보내진 부탁/요청들은 의료서비스와 UKMC 캠프의 비용을 최대한 줄이는데 초점을 맞추고 있습니다. 요청에 답해주신 그룹들은 Ministry of Health, The Directorate of Health Services, the Interior affairs Ministry, partner hospitals and clinics 등이고 지금까지는 도움을 주겠다는 좋은 반응들뿐입니다. 현재 연결되어 있는 병원들은 비용을 줄이는데 벌써 동의했습니다. 지금의 가장 큰 문제는 기구나 약의 이송 문제와 UKMC를 조금 더 체계적으로 만드는 것입니다. 시작부터 RHU엔 충분한 물품/자료들이 있었으나 The Third Doctors의 기부금이 정해지지 않아서 정확한 예산은 아직 정해지지 않았습니다. “The Challenges of UKMC” 는 적어도 캠프 이후 6달간 지속될 것으로 보이고 정부에서 바라는 게 우리의 목표와 다를 수도 있을 것인 건 또 다른 문제입니다. 이 프로그램의 목표가 달성 불가능 한 것은 아니지만 기관(병원 같은 것)을 필요로 한다는 것이 위원회에서도 문제인 듯합니다. 좋은 소식: 위의 많은 좋은 소식 중에서도 가장 좋은 소식은 “The Third Doctors”가 물품 수송을 편리하게 할 수 있는 밴을 사기 위해 10,000달러를 기부하기로 했다는 것입니다. 10,000달러가 우간다 위원회에 도착하면 Reheman (External Support Committee 대표)께서 밴을 사기 위한 돈을 보조해 주실 거고 저도 보험 비용과 tax를 기부할 것입니다. 예상되는 일들 혹은 바라는 점들: RHU가 Wasiko나 Kalangala에서 6월이나 8월쯤 UKMC 2016 을 열 생각입니다. 그리고 이번에야말로 RHU에서 “The New Strategic Program Plan”을 발행할 수 있을 것 같습니다만 아직 충분한 자금이 모이지 않았습니다. 이 프로그램의 새로운 계획을 발행하기 위해선 42,109 달러 정도가 필요할 것으로 보입니다. 우선 이번 년도는 900명 정도의 치과 환자만 감당할 수 있을것으로 보이고 총 34,785,000 UGX 정도가 필요할 것으로 보이고 아직 논의 중입니다. 행정부가 바뀌면서 올해 몇몇 인물들이 선출될 것이고 다른 이들 또한 지명될입니다. 따라서 우리는 새로운 인물들이 무료 진료와 새로운 봉사 활동 정책을 도입할 것으로 예상됩니다. Dr. Okello는 RHU에 등록된 행정부의 문제들에 관한 연구를 다루어왔지만 아직 업데이트할 단계는 아닙니다. 우간다 정부감사반에 의하면 매달 3,400 달러 정도의 예산이 불우 이웃들을 돕는데 필요 할 것으로 보이고, 그것이 현재로선 가장 큰 문제입니다. 그 조직은 브랜드를 쇄신하였지만 모든 브랜드가 확인된 것은 아닙니다. 당신의 의견을 알려주시고 함께 더 나은 방향으로 만들어봅시다. 우간다 투표 기간 동안 안전하시고 또한 국민들을 위해 일할 수 있는 지도자에게 부디 투표하시길 바랍니다. 감사합니다. |
